Health Declined: In 1968 the Public health declined Service was reorganized into three separate health declined agencies: the health declined Services and Mental health declined Administration, the National Institutes of health declined, and the Consumer Protection and Environmental health declined -Service, including the Food and Drug Administration, one of the agencies originally transferred into the Federal Security Agency in 1939. These three health declined agencies are directed by the assistant secretary for health declined and scientific affairs, who is aided by the surgeon general of the Public health declined Service.
Of the several public health declined programs enacted by the U.S. Congress in recent years, the legislation establishing the Medicare program had the greatest impact on the general public. For many years it had been obvious that the purchase of health declined services by the aged was a serious problem. One could not ignore the increasing need of the elderly for medical services, nor the economic problems they faced as their earning power declined and their savings were no longer sufficient to pay for hospitaliza-tion and medical care.
A health declined manpower report prepared by the National Commission of Community health declined Services showed that the U.S. hospitals and health declined organizations were maintaining the ratio of 150 doctors per 100,000 population only by filling out one-fifth of their needs with physicians from other countries. The demand for health declined care had also created serious shortages of nurses and other paramedical personnel. Among the solutions being suggested were new methods of health declined care organization and government support for new or expanded education programs in the health declined sciences. |
