But because the economic goals of the plans have been modified frequently according to the changing currents of Guinea's relations with the donors of aid, political considerations have interfered with rational development planning. Guinea has profited from a high level of foreign aid, but much of this has been devoted to nonproductive projects or to overambitious projects for industrialization. |
